Attorney Whitehill graduated with scholastic merit in the Top 8% of her graduating class from Western State University in 1981. The State Bar of California admitted her as an attorney and counselor at law in 1982. She later received a Masters of Laws in Taxation from the University of San Diego School of Law.

Andrea became a single mother after her husband died in 1985; she has two children and their grandchildren. When not working, Andrea enjoys traveling, gardening, and reading science fiction.
